I check in fairly often.  Javi recently posted a video on his youtube channel last week: Warhammer 40k Dawn of War 2 Campaign Gutrencha BLAZETHROUGH
So at least we know that he isn't dead  ;D

As for the site, I assume its because there isn't a lot of modding work going on at the moment.

Between work and college, I've been busy as fuck. When I uploaded that video to YouTube, I realized things have changed a lot over there. YouTube lifted the time limit on my videos so now I have a whole bunch of possibilities for video tutorials or game videos that don't need to be rushed anymore. So that BLAZETHROUGH was only a sampler of what will be a my righteos Codex Astartes commentaried review vid with plenty of tourettes guy references and other bullshit.

As for making time to mod... well I'll likely test and debug the features I've done so far with AoR 2012 and call it a year. Too god damn busy these days. Likely the only mod you'll see for this game this year. Not sure what I'll have time for next year.

I should be able to renew my domain since I'm working again so shouldn't worry about a shutdown anytime soon.
